Villagers give up liquor for T - 69,000 Singareni employees to strike work today

Khilashapur (Warangal): The 500-odd villagers are saying cheers,setting aside the bottle of liquor. Angry with the wishy-washy promises on Telangana,the people of the small village of Khilashapur in Raghunathapally mandal have taken an oath not to consume alcohol till the dream of a separate state is realised. Around 100 tipplers assembled at the village centre on the night of Feb 28 and took the oath in the name of their wives and children.They even gave an undertaking in writing.We have resolved not to consume liquor and pay taxes to the (united) Andhra Pradesh government till Telangana is carved out, said a 35-year-old farmer,Mohd Akram.The self-imposed ban on alcohol would mean revenue loss for the government and for arrack contractors.The village,inhabited by Gouds and Munnuru Kapus,chalked out this non-cooperation movement to achieve the larger goal of T-state. It all started when a Hyderabad based software engineer K Narasimha Raju,who hails from the village,convinced the people that it was ethically wrong on their part to consume liquor and contribute to the state exchequer when young students were fighting and even committing suicide for the T-cause.The idea of total ban on liquor came about mainly because of the strong local sentiments on the T-issue,he said. Freeing the village from alcohol alone wasnt my goal.You cannot organise people for short-term objectives.I had told them to set their own goals and naturally,alcohol was the first thing they banished, Raju told TOI.A plumber Mehmood Pasha said the people of T-region contribute a lions share to the excise department due to their guzzling habit.

The villagers say the anti-liquor movement spearheaded by women had shaken the establishment during the prohibition period.Andhra and Rayalaseema leaders always dub us as drunkards.By desisting from liquor,we want to prove them wrong, said a farmer Muttadi Ramulu,50.With arrack vends shutting down in the village,the movement has made an impact already. Motivated by the Khilashapur example,more villages are likely to join the movement,claim T-protagonists. We hope people of other villages will be inspired and emulate us by not consuming liquor,thereby not contributing to the exchequer, village elder Jitte Venkataiah said.Those violating the oath would be paraded on a donkey with their faces blackened.
The embarrassment would keep the menfolk away from liquor, he reasoned.Asserting that there wont be any complacency,locals inform that their village is famous for its pourusham (valour).It was here the legendary Sarvai Papa Rayudu (Papanna ) took on the mighty Mughal dynasty in the 16th century. Papanna fought for swayam paripalana (self-rule ) and swarajyam (total freedom) in those days, said Venkataiah.Its the achievement of the whole village,not that of any single individual.We have suffered enough and we will certainly take the T-movement forward, he added.

Adilabad: The 69,000 employees of Singareni Collieries will go on a days strike on Thursday in protest against the visit of Srikrishna Committee to the state.The stir would result in a loss of Rs 15 crore in all the underground and opencast mines spread in four Telangana districts of Karimnagar, Khammam, Adilabad and Warangal. Sources said the Singareni employees Telangana Joint Action Committee (JAC) took the decision on Wednesday to observe the strike in the entire coal belt area.Speaking to TOI,former Chennur MLA Nallala Odelu of TRS warned that the coal miners would not hesitate to go on an indefinite strike if the Centre continued to drag its feet on the separate Telangana issue.The miners are expressing their anger by staying away from duties on the day when the Srikrishna committee is scheduled to visit Hyderabad to begin consultations on the statehood issue, he said. A Singareni emplo-yee,L Madhunaiah,said they would intensify the agitation to achieve the long-standing dream of T-state.

ముఖ్యమంత్రి కొణిజేటి రోశయ్య మనస్సులో ఉన్న మాటే రాష్ట్ర పంచాయతీ రాజ్ శాఖామంత్రి బొత్స సత్యనారాయణ నోటి నుంచి జాలువారినట్టుగా ఉందని పలువురు రాజకీయ నేతలు అభిప్రాయపడుతున్నారు. లేకుంటే బొత్స అలాంటి వ్యాఖ్యలు చేసి ఉండరని వారు అంటున్నారు. పైపెచ్చు.. ముఖ్యమంత్రి పదవిని చేపట్టాలనే కోరిక కూడా బొత్సను ఈ తరహా వ్యాఖ్యలు చేయించేలా చేసిందని వారు అంటున్నారు. రాష్ట్ర రాజకీయాలను కమ్మ, రెడ్డి వర్గాలే శాసిస్తున్నాయి. ముఖ్యమంత్రి పదవులను కూడా ఈ రెండు వర్గాలకు చెందిన నేతలో మార్చిమార్చి అనుభ విస్తున్నారు. ఇలాంటి పరిస్థితుల్లో "మార్పు"తో రాజకీయ అరంగేట్రం చేసిన కాపు వర్గానికి చెందిన మెగాస్టార్ చిరంజీవి అనుకున్న లక్ష్యాన్ని సాధించలేక పోయారు. తనకున్న కోట్లాది మంది అభిమానులను ఓట్ల రూపంలో మలచుకోలేక పోయారు. ఫలితంగా ఆయన స్థాపించిన పార్టీ 17 శాతం ఓట్లతో 18 సీట్లకే పరిమితమైంది. ఇదే వర్గానికి చెందిన మంత్రి బొత్స సత్యనారాయణ ప్రస్తుతం ముఖ్యమంత్రి పీఠంపై కన్నేశారు. ఇదే అంశాన్ని ఆయన బహిరంగంగా కూడా వ్యక్తం చేశారు. రాష్ట్ర విడిపోతే నష్టమేటని ఆయన ప్రశ్నించారు.

అంతేకాకుండా, రెండు ముఖ్యమంత్రి పదవులు, రాష్ట్రానికి మరిన్ని నిధులు వస్తాయని ఉచిత సలహాలు కూడా ఇస్తున్నారు. మొన్నటి వరకు సమైక్యాంధ్రకు మద్దతు తెలిపిన ఆయన అకస్మాత్తుగా ప్లేటు ఫిరాయించడానికి కారణం ఏమిటనే విషయంపై రాజకీయ నిపుణులు ఆరా తీస్తున్నారు. రాష్ట్రం విడిపోతే ఆంధ్ర రాష్ట్రం ఏర్పాటవు తుంది. ఇందులో రాయలసీమలోని బలిజ వర్గానికి చెందిన ప్రజలు మెజారిటీగా అవతరిస్తారు. తూర్పు కాపు వర్గానికి చెందిన బొత్స సత్యనారాయణకు ఇది అనుకూలంగా మారి, ముఖ్యమంత్రి అయ్యే అవకాశం ఉందని కాంగ్రెస్ నేతలే అంటున్నారు. ప్రస్తుత పరిస్థితుల్లో కమ్మ, రెడ్డి వర్గానికి చెందిన నేతల ముందు బొత్స పాచిక పారేలా కనిపించడం లేదు. అందువల్లే ప్రత్యేక రాష్ట్రం విడిపోతే మంచిదని అంటున్నారు. ఇపుడు తన వర్గానికి జరుగుతున్న అన్యాయాన్ని ఎత్తి చూపక పోయినట్టయితే తాను ముఖ్యమంత్రి రేసులో నిలబడే అవకాశం లేదని గ్రహించిన బొత్స.. రాష్ట్ర విభజన వ్యాఖ్యలు అందుకున్నట్టు వారు అంటున్నారు. అదేసమయంలో ముఖ్యమంత్రి రోశయ్య సైతం రాష్ట్ర విభజనకు సానుకూలంగా ఉన్నట్టు తెలుస్తోంది. అందువల్లే డిసెంబరు నెలలో ఢిల్లీ వెళ్లినపుడు తన మనస్సులోని మాటను వెల్లడించినట్టు సమాచారం. ఇదే విషయాన్ని రోశయ్య మంత్రి బొత్స ద్వారా బహిరంగ పరిచినట్టు మరో వాదనా వినొస్తుంది.

అసలు ఆంధ్ర ప్రజలు విడిపోవాలనుకుంటున్నారా...?!!

వైఎస్ రాజశేఖర రెడ్డి దివంగతులై రోజులు గడవకముందే రాష్ట్ర విభజన డిమాండ్ ఒక్కసారిగా ప్రజలపైకి దూసుక వచ్చింది. ఆ తర్వాత ఎన్నో మలుపులు తిరుగుతూ తాజాగా మంత్రి బొత్స సత్యనారాయణ వ్యాఖ్యలతో మరోసారి వేడి రాజుకుంది. "రాష్ట్రాన్ని విడగొడతాం" అని కేంద్రం ప్రకటించినప్పుడు ఉవ్వెత్తున ఎగిసిపడిన సీమాంధ్ర నాయకులు క్రమంగా ఒక్కొక్కరూ ప్లేటు ఫిరాయిస్తున్నారు. ఈ ఫిరాయింపుల వెనుక ఆయా నాయకుల వ్యక్తిగత స్వార్థ ప్రయోజనాలున్నాయన్న విమర్శలు వెల్లువెత్తుతున్నాయి. రాష్ట్రం విడిపోతే మంత్రి బొత్సకు ముఖ్యమంత్రి పదవి వచ్చే అవకాశం ఉన్నదన్న ఊహాగానాలు అప్పుడే ఊపందుకున్నాయి. మరోవైపు అధిష్టానం మద్దతుతోనే బొత్స ఈ వ్యాఖ్యలు చేశారన్న విమర్శలు సైతం వినవస్తున్నాయి. బొత్స వ్యాఖ్యలపై సీమాంధ్రలో ఆగ్రహజ్వాలలు పెల్లుబుకుతున్నాయి. ఇదిలావుండగానే మంగళవారం గుంటూరు జిల్లాకు చెందిన మరొక మంత్రి మోపిదేవి వెంకట రమణ సైతం "విభజన" తప్పులేదన్న అభిప్రాయాన్ని వ్యక్తం చేసినట్లు వార్తలు వచ్చాయి. అయితే వెంకట రమణ తాను బొత్స వ్యాఖ్యలను సమర్థించలేదనీ, అదే సమయంలో విమర్శించనూ లేదని తేల్చి చెప్పారు. కొన్ని టీవీ ఛానళ్లు తన వ్యాఖ్యలను వక్రీకరించాయని వెల్లడించారు.

ఏదేమైనా ఉద్యమంలో ఎవరికెంత ప్రయోజనం చేకూరుతుందన్న అంశంలో స్పష్టత వచ్చిన నేపధ్యంలోనే ఒకరొకరుగా సమైక్య గానాన్ని సవరించుకుని విభజన గానం అందుకుంటున్నట్లు రాజకీయ విశ్లేషకులు అభిప్రాయపడుతున్నారు. వీటన్నిటినీ ప్రక్కనపెడితే అసలు ఆంధ్ర ప్రజానీకం ఏమనుకుంటున్నారూ...? విడిపోవాలనుకుంటున్నారా...? కలిసి ఉండాలనుకుంటున్నారా...? కేంద్రం నియమించిన శ్రీకృష్ణ కమిటీ ఈ విషయాన్ని నిగ్గు తేల్చేందుకు రెండ్రోజుల్లో రాష్ట్ర రాజధానికి రాబోతోంది. ఈ పరిస్థితిలో రాష్ట్ర మంత్రులలో కొందరు విభజన గళం అందుకోవడం చర్చనీయాంశంగా మారింది.

Hyderabad: In a development that can further fuel the Telangana movement presently splintered on political lines,it turns out that there are at least five ministers in CM K Rosaiahs cabinet ready to back colleague Botsa Satyanarayanas demand for bifurcation. Panchayati raj minister Botsa told TOI on Tuesday: I am not alone in advocating the two-state theory.I said whatever I wanted to say with all sincerity.Let others debate what I said.I want to keep quiet for a couple of days. Congress sources said the five ministers all from coastal areas and representing a combination of castes (2 Kapus,2 BCs and 1 Dalit) are hesitant to come out in the open.Being junior,they apprehend that seniors and those supporting a unified AP will make life difficult for them if they become vocal, said a party leader.

According to Botsa supporters,he has received some backing from his caste brethren from the region which has been under the influence of the Samaikhya Andhra movement.Apart from ministers,several MLAs from the region have supported the minister, claimed a source close to Botsa. According to the ministers backers,the support for Botsa is strong in Guntur,Krishna,East and West Godavari apart from north coastal Andhra.Many people from Krishna-Guntur feel the movement for a united AP is denying the region a chance to have its own capital,which could open avenues for development, claims a leader.

In a related development,maverick politician Hariram Jogaiah is all set to submit before the B R Srikrishna committee that Cyberabad be made the second capital of India and centrally administered.In his submission to the panel,Jogaiah says more than 50 lakh people from the coast live in Hyderabad. Greater Hyderabad is divided into two regions,Hyderabad and Cyberabad.Of the two areas, good number of Seema-Andhras live in Cyberabad.As a compromise,it is better to declare Cyberabad as a centrally administered area and make it the second capital of India leaving Hyderabad as the capital of Telangana, his submission states. Further,Jogaiah wanted Cyberabad to serve as capital of the Andhra-Seema region for the next 10 years till a new capital is decided on.According to the former MP,while Visakhapatnam,Rajahmundry,Eluru,Vijayawada-Guntur,Ongole,Tirupati and Kurnool towns figure in the demand for the new capital if the state is divided,there seems to be no agreement on them, and, there-fore,Cyberabad can be declared as the centrally administered area.

T ministers meet to finalise strategy

Telangana ministers held a preliminary meeting here on Tuesday to discuss the strategy to be adopted while presenting their views to the Srikrishna committee.The ministers,who met in the chambers of assembly leader J Geeta Reddy,discussed the ways to present their case convincingly to the committee members on Thursday.Geeta Reddy said the modalities would be finalised in the next 24 hours at another meeting.The ministers present at the meeting included Geeta Reddy,Lakshmaiah,Sabita Indra Reddy,D K Aruna,Ramreddy Venkat Reddy,D Sridhar Babu and party chief whip Mallu Bhatti Vikramarka.Speaking to reporters,Geeta Reddy said other cabinet colleagues could not attend the meet as it was convened at a short notice.Another meeting would be held in the next 24 hours where the views of all ministers would be given due consideration.TNN

T-JAC cant trust Andhra,Rseema evaluators

Hyderabad: Telangana Joint Action Committee (T-JAC ) members have demanded that the Board of Intermediate Education (BIE) should not send answer papers of Telangana students to Andhra and Rayalaseema regions for valuation.They said that the evaluators might not be objective in awarding marks to Telangana students if regional sentiment came into play. Representatives of BJP,TDP and TRS lead by T-JAC convener Kodandaram met G Balaramaiah,secretary,BIE,here on Tuesday.In a petition submitted to him,the JAC members said that some students from the region overwhelmed by the movement might be tempted to write Jai Telangana slogan on their answer papers and reveal their nativity to evaluators from the Andhra region.The students might be penalised for wearing their regional sentiments on their sleeves.If the answer papers of Telangana students are evaluated by experts from the same region then such a problem would not arise, the petition contended.Telangana activists and junior college lecturers associations from the Telangana region had put forth the same argument around one and half months ago.

The board had submitted a report a month ago on the demand of the agitators.The government has not replied to it so far, Balaramaiah said.He,however,added that he would forward the requests of the T-JAC to the minister for secondary education. When asked about the risks of sending answer papers from one region to another,he allayed any such fears and said the chance of evaluators identifying their origin was remote.The district code will be removed and hence from which district the answer papers have come will remain confidential.So,there is no need for people to worry, Balaramaiah assured.

Youth attempts suicide

A youth tried to commit suicide at Ganeshnagar of Jagityal mandal on Tuesday over the delay in formation of Telangana state.Agulla Veeraswamy,27,poured kerosene on himself and lit the match before jumping into his agricultural well.Veeraswamys condition is critical as he suffered 60 per cent burns.TNN

Guv faces T students fury

Students of Acharya N G Ranga Agricultural University (Angrau) on Tuesday tried to prevent governor E S L Narasimhan from attending the vice-chancellors conference organised at their university premises here.The governor was stopped at the entrance of the university by the slogan-shouting students.The students demanded that the governor support Tcause.With around 50 students surrounding Narasimhan, police personnel had a tough time in taking him to the meeting venue.The governor,however,refused to interact with the students,15 of whom were arrested.TNN

Kakinada: Advocating formation of smaller states,former governor of Sikkim and senior BJP leader V V Ramarao said the setting up of Justice Srikrishna committee is an exercise in futility. Speaking to reporters here on Monday,he said the contentious issue of Telangana needs a political decision and it does not require a committee to study the ground realities and the larger aspirations of the people of the region. He said there was no need to kick up a furore by the united Andhra activists over the remarks of minister Botsa Satyanarayana who pressed for the formation of separate T-state.Ramarao said there was a strong case for formation of smaller states in the country. He cited the examples of Gujarat, Haryana, Chhattisgarh and Uttarakhand which have made giant strides in development index.

Hyderabad soaks in Holi colours

Soaked in gulal and swaying to the tunes of Rang Barse, Hyderabadis trooped onto the streets of the city on Monday to celebrate Holi and as the day progressed,rang,bhaang and masti simply flooded all corners of the city. Almost in all pockets of Hyderabad,residential societies organised their own little dos.From the narrow lanes of Old City to the plush corners of Banjara Hills,the bright colours of Holi were visible everywhere.Vendors selling gulal and colours in Ameerpet were cheerful at the good sales this year.Said one of them,There was some enthusiasm among people last year too but this year the spirit is really high.People are buying colours in huge quantities. City old-timers said this time the festival was more of a social event.

It was mostly the youth who indulged in such festivities,not much of a family event, said S Manju a resident of L B Nagar.In the last 28 years,Manju says,this is the first time she saw people of her locality get together for the festival of colour.We have never celebrated Holi before.But now with a lot of our neighbours being from north India,we thought it would be nice to have a Holi gathering. While Mondays celebrations held centre stage with the city almost coming to a standstill due to Holi festivities,it was since Sunday night that the preparations for the festival had begun.This,some denizens said,was more surprising.While many played Holi even before,the concept of chhoti Holi (the day before Holi) is really catching up here.This year we saw several localities light kamadahan (bonfire) and celebrate Holieve, said Sudarshan Reddy,a resident of Somajiguda.He says that most residential societies around his place organised Holi parties on choti Holi itself.All the lanes were lit up.There were crackers and food and lots of bhaang.Even before it was Holi,celebrations in our areas had begun in full swing, said the IT professional,glad that he did not have to report to duty on Holi.The extended weekend added to the festivities for us, he said.

Even those who have been celebrating Holi the same way for the last many years,the intense zeal among their friends this year came as a surprise.We throw a party for all our close friends and family on Holi every year.This year,we had some friends coming up to us and insisting that we hold a gala do,assuring complete support.It was surprising, said Prakash Saxena,a resident of Banjara Hills offering his own explanation for the festival gaining popularity,Holi is one festival that promises a lot of fun and merriment.So,everybody wants to be part of it these days. Whatever the reason,it is sure that Hyderabadis are fast warming up to the festival of colours.

As an aspirant community, its power plans came to a naught in last polls as Chiranj-eevi flopped. Though the actors Prajarajyam got 17 per cent votes, it did not translate into seats. As politicians see it,politics in state continues to be in the hands of Reddys and Kammas.And Botsa seems to be making a pitch to break this grip.It is deliberate.He has chosen a time when the T-agitation is waning after the setting up of the Srikrishna committee, said a political analyst who has observed Botsa for long. But Botsa has dished out a simplistic explanation to veil his real intentions: Two states would pave the road for allround development of Telugus;two CMs would bring more funds and aspirations of people of both regions would be fulfilled. But this argument is seen as blasphemous by leaders from Rayalaseema-Circar areas.Students from Andhra University in Vizag immediately cried foul and leaders from Srikakulam to Kadapa,irrespective of their party affiliations,have questioned his continuance in the cabinet.Some sections have even mooted social boycott of Botsa,who is the panchayati raj minister.

Analysts close to Botsa,however,argue that the strong reactions are due to his social background.The Samaikyandhra movement is led by leaders from the upper castes who are well entrenched in politics and business.While the movement in Rayalaseema is led by Reddys,the visible leaders in Coastal Andhra are Kammas. But Botsa, a product of post-liberalization politics, is not willing to allow his caste status of Turpu Kapu to come in the way of his ambitions. His strength can be gauged from his indispensability to the late YSR. In terms of political influence, there is no comparable backward caste leader in the state, asserted a political analyst,pointing to his grip on his native Vizianagaram.He forced the party high command to give the Congress LS ticket to his wife Botsa Jhansi.He forced YSR to give an assembly ticket to his brother as well.And the zilla parishad chairman is also from his family, he said.So strong is his influence that YSR did not remove him from the cabinet after the Volkswagen controversy when Botsa was the industry minister.After YSRs death,Botsa openly expressed his ambition to become CM. Chiranjeevis failure has rekindled Botsas ambition to become the CM as representative of Kapus.Chiranjeevi has asserted that he stands for an integrated AP but his feeble voice has not been audible in the united movement led by Congress and TDP.

If Andhra state is formed,Kapus would become the single largest community with Balijas of Rayalaseema.This would add to Botsas chances as CM.Kapus need a strong leader at this juncture when AP is at a crossroad, said a Congress leader.Given the influence of Kammas and Reddys,he cannot expect to be AP CM.So he is betting for a separate Andhra state, the leader said.If the communitys voice is not raised now,they can never claim the CM post if the state divided.So Botsa has become active, the Congress leader pointed out.

PLANS AGITATIONAL PROGRAMMES IN T - JAC to launch 10-day T bus yatra from Mar 9

Hyderabad: The Telangana JAC proposes to launch a 10-day bus yatra from March 9 which would serve twin purpose,one to campaign for the TRS MLAs who had resigned from the assembly protesting against delay in bifurcation of the state and to educate the people of Telangana about the need for bifurcation. JAC convener M Kodandaram told newsmen on Sunday that the 10-day bus yatra will kickstart from Vikarabad in Ranga Reddy district.All JAC members from Telangana organisations and MLAs including TRS leaders,who resigned from assembly will take part in the yatra. During the bus yatra,the JAC leaders will target the Congress party leaders from the region who they claim had cheated the people by backtracking on resignations.They will also explain why the JAC was opposed to the Srikrishna committee.The JAC feels that the committee constituted by Centre cannot solve the contentious Telangana issue,he said. Stating that the yatra will cover 10 Telangana districts,Kodandaram said the yatra is being organised as part of intensifying agitation against MLAs who did not resign from the assembly.The JAC had already given a call to the people to boycott MLAs and not to allow them to enter their constituencies.He said the ministers and MLAs have already stopped moving in their constituencies fearing backlash from people.The JAC leader said the dharnas organised by district JAC leaders will be intensified from Monday onwards and protracted agitational programmes will be organised in all Telangana villages from next week.

The Justice B N Srikrishna Committee seems to be running into problems even before it could hold its first sitting with the BJP announcing on Saturday that the committee had no legality and that the national party would boycott it. Addressing the media here,senior BJP leader M Venkaiah Naidu said the setting up of the committee was against the spirit of the Centres December 9 announcement where it said it would initiate the process of creating aseparate Telangana state. It is a waste of public money and time. Also, it is not clear whether the UPA government will accept the recommendations of committee. We believe that this panel will meet the same fate as that of the Pranab Mukherjee committee,which was also formed for taking the views of various political parties on the T issue, Naidu said.Of the eight recognised political parties that have been invited to present their views to the Srikrishna committee,the BJP is the first to boycott it.Of the remaining,the TRS too is likely to boycott though it is still to formally announce its decision,while the Congress and TDP are likely to project both points of view.

T panel can do little justice

Hyderabad: The MIM is expected to declare its stand on the Justice B N Srinkrishna committee in the second week of March. With BJP to boycott the panel and both Congress and TDP likely to project both anti and pro Telangana viewpoints,that leaves only the minor parties like CPM,CPI and PRP.In such circumstances,what justice can the committee do to the purpose it was set up for, wondered a leader.
Meanwhile,panel members are slated to come to Hyderabad on March 4 on a two-day visit.It will be an introductory one during which the committee members will interact with all the registered parties in the two days, member secretary V K Duggal told TOI from New Delhi. When asked about the decision of the BJP to boycott the panel,Duggal said: There is very little we can to when a party decides to distance itself from the committee, he said. The commission will urge parties to send their views before March 20,the deadline given to the eight political parties.

Hyderabad: The game may be up for the Congress,TDP and MIM on the Telangana issue following Justice B N Srikrishnas assertion earlier in the day in New Delhi that all eight political parties should nominate representatives to spell out their official stances on the contentious issue. After a full meeting in the national capital on Thursday,the chairman of the committee constituted to look into the political situation in Andhra Pradesh following the separate state agitation,said: We have sought the opinion of eight recognised political parties in the state.Every party should officially nominate a person who will spell out the official stand of that party on the division of the state. Till now,the Congress and TDP were planning to have leaders from both the regions depose before the committee and submit their respective views and leave it to the panel to make its conclusions.Many are of the view that this will force the Congress,which has been evasive on the Telangana issue for the past six years apart from harping on the second States Reorganisation Commission (SRC),and TDP president N Chandrababu Naidu,who has clammed up on the separate state issue since December 9 last year,to come clean with their stances, said a TRS leader.

PCC president D Srinivas said although the Srikrishna committee has written a letter to me,I will leave it to the Congress high command to spell out the partys stand on the issue.The TDP leaders from both the regions too held a meeting on Thursday evening to discuss what should be the official stance of the party. While TRS,BJP and CPI are clearly for the creation of Telangana,PRP and CPM are for united Andhra.The Congress,TDP and MIM are the only three parties who have not spelt out their stances till now.While the ruling party and TDP have been hunting with the hound and running with the hare,the MIM has maintained a stoic silence on the issue so far. But many are of the opinion that these three parties will still get away without being cornered.The Congress will officially take a stance that in principle,it has no opposition to creation of Telangana provided there is an overwhelming consensus. It will then be left to the committee to draw its conclusions, said a party leader.The state unit of the party is slated to hold a brainstorming session on the stance it has to take the coming Sunday. The TDP too is planning to tell the committee that there is a vertical split on the T issue within the party and that both the groups will give their views to the panel.It is the committee that should make the final call on whether the state should be divided or not, said a TDP leader. But for now,there is a sense of uneasiness in the two major parties.While the state unit of the Congress is hoping that the high command will take the stand,the TDP is still to work out its strategy.

TRS takes U-turn,to depose before Srikrishna panel

The TRS which has been opposing the Srikrishna committee decided on Thursday to appear before it and submit its views,documents and videos,etc,explaining why it is fighting for the Telangana statehood.
According to a senior TRS leader,KCR has asked state and district party leaders to prepare reports on the development in their areas and budgetary allocations made by the successive governments since 1956.Statistics on employment,water allocation for irrigation purposes and the details of livelihood source of the people in the region have already been gathered,according to him.Information gathered from districts will be compiled into a comprehensive report, he said. He said the video would be of one hour duration and would contain UPA chairperson Sonia Gandhis statement on Telangana during the election campaign in 2004 and 2009 polls,Prime Minister Manmohan Singhs comments in Parliament and President Abdul Kalams statement that the statehood issue was being considered by the Centre as was enshrined in the common minimum programme (CMP) besides the statements of other leaders on the issue.Other issues like backwardness of the region and the details of students who committed suicides would also be included in it.

KCR is of the opinion that TRS ideologue professor K Jayashankar and irrigation expert A Vidyasagar Rao would be the right persons to make strong arguments before the committee.Jayashankar told TOI that he was preparing a 50-page report explaining necessity of formation of Telangana state.Meanwhile, Telangana JAC convener M Kodandaram demanded that all political parties make their stand clear on Telangana before the committee. Addressing a press conference here,he said political parties should attend the meeting and express their views without fail. He said that the political party leaders should also make public the views they express on the contentious statehood issue before the committee.This will expose the double standards of some of the leaders, Kodandaram said.

T-effect : Stress level peaks in OU

Students of Osmania University are struggling,and this time not with the lathi-charging police but with their own disturbed minds.With the campus turning into a T bastion,the average OU student has ended up as a nervous wreck.With the Telangana struggle on campus completing three months,many students are queuing up for psychological counselling sessions. Students are undergoing post-traumatic stress leading to insomnia (sleeplessness),behavioural changes and even suicidal tendency.And recording this disturbing trend on campus is 15-day-old Sahayam,a counselling centre started by psychology depart-ment of the university. Counsellors at Sahayam say that students are approaching them with varying problems,all related to the T agitation.In a recent case,a IInd year student of Geophysics department of OU had to be taken to a psychiatrist for treatment as he was troubled by the tension on campus.

The police presence on campus,exams getting postponed repeatedly and suicide attempts on the university premises are factors causing depression. Take for instance a PG student who sought psychiatric treatment as he was disturbed by T suicides.The student complained that he had trouble sleeping after he saw images of self-immolation on television.Adding to this trauma was his own worry about getting a job after completion of the course.

Maoists in OU: SC seeks proof -Apex Court Extends Stay On HC Order For Withdrawal Of Police From OU Till Thursday

New Delhi: The Supreme Court on Tuesday directed the Andhra Pradesh government to submit proof of its assertion that Maoist elements have infiltrated the agitation for Telangana being carried out by Osmania University students in Hyderabad. The SC Bench comprising Justice G S Singhvi and Justice A K Ganguly gave this directive while resuming the hearing of the states appeal against the recent order of the AP High Court that ordered the withdrawal of paramilitary forces from the campus.The Bench sought to know the basis for the states conclusive impression about the presence of Maoists on the campus.The counsel representing the state told the Bench that the government has inputs from the intelligence wing to this effect.The Bench then called for the concerned file that contained such information to be produced before them by February 25,and,in the meanwhile,extended the stay on the AP HC order till then.
Senior advocates Harish Salve and Mukul Rohatgi represented the case for the state while SC advocate Prashant Bhushan argued for the students.The states counsel told the Bench that non-boarders and non-students are camping and addressing the students on the campus premises.We requisitioned for the deployment of central forces through six letters and the deployment is reviewed on a daily basis.On some occasions,we had reduced the number and at times we increased the number of the security personnel depending on the situation, he said. Saying that it is an emotional issue where young students are committing suicides,the students counsel Prashant Bhushan objected to the free entry and exits of police and said that police cannot just walk into a campus as and when they wish to do so and asked for the specific details of the arrests they made if their claims on Maoists are true.The Bench then also sought the details of such arrests. The states counsel also referred to lynching of public representatives inside the campus a few weeks ago and said it was because of nonboarders and also spoke of the objectionable language employed by some professors in their speeches at Vidyardhi Garjana in OU Arts College.Our DCPs letters addressed to the OU authorities requesting that non-boarders be evicted from the campus did not yield any response, he said.

T panel nodal office by mid-Mar : Srikrishna Committee Wont Seek Extension, To Submit Report On Time

Hyderabad: V K Duggal,membersecretary of the Justice Srikrishna committee on Telangana said on Tuesday that the panel would submit its report by Dec 31,2010 without seeking any extension. Duggal, who was in Hyderabad to seek state governments assistance to set up a nodal office in the city,said that a full-fledged office would start functioning from mid-March.A senior officer with adequate knowledge on the subject would be appointed nodal officer,he said. On arrival,the former home secretary held talks with state chief secretary S V Prasad at the Lake View guest house.There was heavy security cordon at the guest house to avert any possible protests by Telangana activists.Talking to media,Duggal sought to allay the fears that the terms of reference for the committe were vague. The terms of reference are very clear and there is no ambiguity, he said. Duggal said the committee would meet people who could not visit Delhi or Hyderabad to put forth their views.To facilitate interaction with the public,the committee would have interpreters,he said.We are planning as many visits as possible to Rayalaseema,Andhra and Telangana regions for the benefit of the ordinary public, Duggal said. Replying a query,he said the committee had no authority to amend the terms of reference.It was the Centre which prepared the terms of reference and they were mandated to the panel.So,only the government of India has the power to amend the terms of reference, Duggal said. Duggal,who at one point of time referred to Telangana as a beautiful state much to the amusement of the media,said the panel was not perturbed by the protests and boycotts. Earlier, speaking to TOI from New Delhi,Duggal said the panel had prepared a road map to carry forward its mandate in a time-bound manner.

Consultations with all political parties and other groups will be completed in three months from the time we receive their views and suggestions.We have given them 30 days time, he said. He said the committe would evaluate these suggestions and finalise the dates and venues for consultations with delegations of various parties and other groups.So far,we have fixed New Delhi and Hyderabad as the venues for consultations, Duggal added.

The Justice B N Srikrishna Committee on Tuesday received the first representation from a Congress MP who opposed bifurcation of Andhra Pradesh saying a separate state will not do any good for the people of the region.Lagadapati Rajagopal,the Vijayawada MP who quit over the issue and then withdrew his resignation said in New Delhi mere sentiment should never be the ground for division of a state.If states are divided based on sentiments it will have far reaching repercussions.Definitely there will be more and more such demands, he said in a letter to committees member-secretary Duggal.PTI

JAC threatens to boycott Anti-T businessmen

Hyderabad: Telangana JAC convener M Kodandaram on Tuesday said the services and products of the companies owned by anti-Telangana businessmen would be boycotted.The list of products would be announced soon after holding meeting with Telangana organisations and the JAC partners. Alleging that a section of business community was opposing the demand for separate Telangana, he said their uttera-nces against the people of the region were whipping up passions among the students and resulting in suicides. He said because of this,the JAC felt that it was unethical to buy the products of such business-men. JAC opposes undemocratic stand taken by businessmen on the Telangana issue.We will not allow them to continue their economic activities in Telangana,Kodandaram said.He said the proposed two-day dharna by the employees of Singareni Collieries on Feb 24 and 25 had been postponed as some trade unions were yet to confirm their participation. Meanwhile,Telangana Youth JAC convener J Balakrishna Reddy said a two-day Telangana jatara would be organised in Delhi in the second week of March.

Hyderabad: Expressing concern over the increasing suicides by students and agitators for the Telangana cause,the state assembly on Tuesday appealed to them not to resort to extreme steps and leave the issue to political parties. Making an appeal following voiceferous demand from the TDP and other Telangana MLAs during zero hour,chief minister K Rosaiah said that students had a lot of future ahead and their lives were very valuable.The state needs your services,suicides are not desirable.One cannot achieve anything by taking their lives and I earnestly appeal to students and youth not to resort to suicides, he said. Welcoming the statement from the JAC of Osmania University students that henceforth there would be no suicides or bandhs and violence,the chief minister said that it came as a great relief for the government.He also appealed to the police to show utmost restraint in dealing with students agitation.He said though the police claimed that they were acting in self defence,the government was repeatedly instructing them to show utmost restraint.Opposition leader N Chandrababu Naidu joined the chief minister in appealing to the students not to resort to suicides and said the problem was a very sensitive and emotive one.Joining the members in expressing his concern,speaker N Kiran Kumar Reddy on behalf of the entire House appealed to them to maintain calm and not to resort to suicides. T ruckus at Parliament door - Lawyers Bid To Enter Parliament;Cong MPs Raise T Placards in LS

New Delhi: The national capital on Monday witnessed the ruckus over Telangana,with hundreds of lawyers from the region wanting to break away from Andhra Pradesh managing to get past the security cordon to reach the doorsteps of Parliament on the first day of the budget session.Hundreds of lawyers under the aegis of Telangana Lawyers Joint Action Committee (JAC) first assembled at Jantar Mantar, the dharna hotspot in the capital,for the Chalo Parliament demonstration.

The protesters who managed to gather votaries of smaller states from BJP MP Prakash Javadekar to RLD chief Ajit Singh to expelled Samajwadi Party leader Amar Singh and the pro-Bundelkhand agitationist Raja Bundela also gheraoed urban development minister Jaipal Reddy at a different venue.
The protesters demanded that Reddy quit the government and asked him to raise the Jai Telangana slogan before letting him go. The protesters made their first bid to enter Parliament around 3 pm.Police personnel who were present in large numbers managed to stop the agitators just about 100 metres away from the highly-protected building. But the protesters,shouting Bring Bill for Telangana State managed to breach the cordon again and started running towards Parliament when they were stopped in their tracks by policemen.

The support for Telangana found expression inside Parliament premises through the display of placards by the Congress MPs from Telangana Madhu Yaskhi,G Vivekanand,Ponnam Prabhakar and others.Some of the placards read: Jai Telangana,Jai Congress.Honour government policy of 9th December, read another.The MPs alleged that policemen who raided the Osmania University campus had molested girl students,and demanded action against the guilty. Later the MPs displayed the placards outside the main entrance of Parliament. For almost 90 minutes,the protestors managed to block the traffic on the stretch near Parliament.Police tried to persuade the agitators to end their demonstration for about an hour as a religious procession was to pass through Parliament Street.Security personnel then herded the protesters into police vans after arresting them. The lawyers from various Bar Associations of all 10 districts in the Telangana region participated in the protest.

3 more commit suicide for T

After S Yadaiahs selfimmolation near Osmania University on Saturday,three youngsters,including two students,in a span of 12 hours allegedly gave up their lives for a separate state.A Sarita,an Inter student of Sindhu Junior college in Mehdipatnam,allegedly committed suicide at her home in Aziz Colony of Moinabad mandal in RR district.Police found a suicide note,purportedly written by her,saying she was giving up her life for Telangana.In the second case,Ramoji Swamy,a class X student of Chellapur village in Medak district committed suicide.Another youth who attempted suicide in Warangal district on Sunday died on Monday afternoon.

It was in the midst of the 'T'agitation that an international retail chain did a recce of Hyderabad hot spots even as news channels flashed visuals of protesting students.At the end of the visit,the retail chain officials announced their verdict: they were coming to Hyderabad.Not because their business interest in the city was teflon coated but because they felt that the agitation could not take away Hyderabad's existing potential,one that has good infrastructure and manpower in place. "It is not a happy situation but it does not damage the city's potential,"reasons retail consultant Biswajit Patnaik of Ideal Mandate Consulting.He says the international retailer who visited Hyderabad saw each and every area of the city and then concluded that the city's infrastructure was in place.Its store would come up in the next 8-10 months. Ever since the city has been shaken by the T stir,people for and against a separate state have one common goal: that Brand Hyderabad should be protected and that it shouldn't get shadowed by the T stir.After all,people from across the state have made Hyderabad what it is today and that it remains investment-friendly is in everybody's interest,they say.

But how can the brand of IT hub Hyderabad be protected in these times of political uncertainty Perspec-tive, for starters, can do the needful.Like the retailer,denizens say,there is a need to hardsell one fact-strifes and conflict are not unique to this city alone.If industries in states like Gujarat and Maharashtra have stayed put despite more serious forms of conflicts there,business interest in Andhra Pradesh too would stay,they say.Hyderabad could be losing conferences and cricket to other venues,but that should be seen as a temporary trend owing to prevailing law and order situation.Denizens note that the city's airport,ORR,Hi-Tech city or the existing IT campuses form Hyderabad's potential. "We had a Build India conference recently and the response was good.They are (still) looking at various projects (in Hyderabad ).Development continues.Political differences should not affect growth,"says K Harish-chandra Prasad, president, Federation of AP Chambers of Commerce and Industries, adding that Hyderabad has not been written off yet. Nevertheless, he notes that focus has to shift from Osmania University now. While perspective to understand the T stir is being expected from outsiders (those looking at the state or the city to invest in),there is more to be done if Hyderabad's image of a bandh-prone city has to be salvaged.And for this,the attention has to shift from students and the campus. This, says high court lawyer V Pattabhi,can be done only if thinking individuals from the general public who support Telangana talk about it."Intellectuals need to start talking about it and not those seen in every discussion forum.There is a need for right thinking individuals to talk about the issue without fear or favour in public,"Pattabhi says,pointing out that this would create awareness about the issue.Also,the anti-Andhra rhetoric needs to die down to retain the city's cosmopolitan image.

SC to hear PIL on T guidelines

The Supreme Court on Monday decided to hear a petition seeking laying down of guidelines for exercising powers by the government to go into the contentious issue of carving out separate state of Telangana. The apex court allowed the plea for deleting the prayer in the petition challenging the validity of the government action appointing the Justice B N Srikrishna Commission to look into the creation of Telangana state. A bench comprising Chief Justice K G Balakrishnan and Justices Deepak Verma and B S Chauhan posted the PIL for hearing after four weeks in which it has been contended that no constitutional power can be exercised arbitrarily and at will without there being any guidelines or basis. Power under Article 3 and 4 is the solemn constitutional power and it is obvious that no constitutional power can be exercised arbitrarily and at the will without there being a fundamental constitutional paradigm or basis to the exercise of power, the petitition filed by K Srinivas Reddy said.

Senior advocate Harish Salve appearing for the petitioner said the manner in which the entire matter relating to creation of a new state was being dealt with proved that there was no established principle for the government to act on such issues.He also sought a declaration that the re-organisation of states could be either on the basis of the linguistic affinity administrative convenience or other similar grounds.PTI

Rosaiah denies deal with Naidu to stifle T voice

Chief minister K Rosaiah on Monday said he didnt have the capacity to enter into a match-fixing deal with TDP president N Chandrababu Naidu to suppress the Telangana issue from being raised in the state assembly.Reacting to the allegations made by former minister and senior Congress leader T Jeevan Reddy that both he and Naidu were trying to stifle the Telangana voice in the ongoing budget session,the CM remarked tongue-in-cheek : Chandrababu is a young man like my predecessor Y S Rajasekhara Reddy.I am unlike him.Any match is played between people of the same age group.I can neither play matches nor fix them. Rosaiah, however, lamented that responsible leaders in the party were levelling allegations on issues that ought to be discussed within the four walls.The party high command will take care of such people, he said,sounding a warning to Jeevan Reddy.The CM was on a two-day tour of north coastal districts. Rosaiah said there was no timeframe for the state cabinet expansion.

No Maoists in OU: VC /T-Supporters Claim VC Stand A Slap On Govt Face

Hyderabad: The vice chancellor of Osmania University T Tirupati Rao on Sunday asserted that Maoists are not present on its campus.Addressing the media after a meeting of the peace committee on the campus,Tirupati Rao said that the university authorities including myself have no information about the presence of Maoists.He added: Most of those who live in our hostels are our students.Even there are not many non-boarders on the campus. The vice chancellors new revelations fly in the face of the claims by the police and the government that Maoists have infiltrated the OU campus.This was the grounds on which a large police force including men from the Rapid Action Force and the anti-naxal Greyhounds had been deployed on the campus.This was also the basis on which the police tried to evict boarders from the campus on Sunday before the last.

The state government has moved the Supreme Court even after a single judge and a division bench asked the police to move out of the campus specifically on the apprehension of Maoist presence.Striking a sympathetic note,the vice chancellor said that nonboarders are relatives of students who have come from very poor and rural backgrounds.They dont live on the campus to indulge in any violence. He, however, hastened to add that the administration was planning to speak to hostel students and the non-borders would be asked to leave.But Praveen Kumar,joint commissioner of police (special branch) who is also a member of the peace committee said that it is too early to come to a conclusion on the presence of Maoists on campus.Kumar,however,maintained that his force will not withdraw from the campus.The police are not against the democratic right of students to protest.We will,however,stop them if they try to take to the streets as there is a chance of it turning out to be a law and order problem, Kumar said.

But the vice chancellor said that the police will enter the campus only when called.If we need their help, we will request them to take charge on campus. But police will not enter campus without my permission, said Rao. The vice chancellor also asked the students not to interrupt the academic year any further.The students should realise that they might lose an academic year if they continue boycotting examinations, said the vice chancellor.The vice chancellor said that his priority,however,is to maintain peace on campus.Faculty members and others from the administrative team will interact with the students to maintain peace on campus, the VC said.In the peace meeting which was attended by members of the state police,faculty and students,a review of all instances of violence on OU campus was done. Meanwhile, OU-JAC representatives welcomed the statement of the vice chancellor which they said exposed the state governments malicious propaganda.

Yadaiah laid to rest in his native village

Hyderabad: Amid heartrending scenes and slogans,young Telangana agitator S Yadaiah,who succumbed to the burns he suffered during the self-immolation attempt near the Osmania University gate on Satur-day, was laid to rest in his native Nagaram village in Ranga Reddy district on Sunday afternoon.The teenager who suffered over 85 per cent burns succumbed late on Saturday night.According to Apollo Hospital authorities,Yadaiah breathed his last at 11.50 pm on Saturday.A forensic expert from Osmania General Hospital performed postmortem on the teenagers body at the corporate hospital itself. At about 3.30 am,the body accompanied with police escort was taken to Nagaram,fearing repeat of events that happened post Venugopal Reddys suicide on the campus.Hailing Yadaiah as a martyr, political leaders from across the parties,paid rich tributes to him.BJP leader Bandaru Dattatreya,T Harish Rao and Nayani Narasimha Reddy of TRS,Devender Goud of TDP,T JAC convener Prof Kodandaram,MRPS president M Krishna Madiga and balladeer Gaddar were among the thousands who paid tributes to Yadaiah and expressed condolences to the family members.

There was mild tension at about 9.30 am when all arrangements were made to take out the funeral procession. Alleging that police personnel were forcing the family members to cremate the body early,Telangana activists blocked the main road of the village.

The recent police action in Osmania University has invited a lot of flak and criticism.In their enthusiasm to treat the students agitation as a grave law and order problem and crush it without remorse,the state police deployed Greyhounds,the elite anti-naxal force,on the campus.Finding themselves in unfamiliar terrain,the Greyhounds went about their duties in a rather rough fashion.After the media reported this misuse of the anti-naxal force,it was all of a sudden withdrawn.But by then,the damage had been done.The grapevine has it that Union home minister P Chidambaram,who was in Jammu on the day the report appeared,pulled up Director General of police R R Girish Kumar for having misused the Greyhounds,as well as ticked off Intelligence Bureau joint director Madan Mohan stationed in Hyderabad as to why he had to learn about such a major lapse through the media and not through the IB.

Faceoff between Girish and Khan

Are director general of police (DGP) Girish Kumar and Hyderabad police commissioner A K Khan on a collision course A little bird tells us that Kumar is mighty miffed with Khan for landing him on the wrong foot in the Osmania University (OU) affair.The story goes that on the crucial day when there was a gadbad on the OU campus,Kumar tried in vain to contact Khan for over two hours but to no avail.An additional commissioner of Hyderabad police Krishna Raju who had been despatched to the campus suffered serious injuries in stone pelting and had to be hospitalised and therefore there was need to detail somebody else to take charge.It is at this point that Kumar attempted to touch base with Khan but failed to do so.Therefore orders were given to joint police commissioner Sitharam Anjaneyulu -- a former student of the university and son of a retired don of OU -- to march to the campus.

The overzealous Anjaneyulu overconfident that he knew everything about the university however messed it all up.For those who came in late,Anjaneyulu was inducted into Hyderabad police due to the efforts of Girish Kumar.At first an attempt was made to send him over as commissioner of Vijayawada police but chief minister Rosaiah flatly refused and Anjaneyulu who had been pushed out of the intelligence department was sent to cool his heels in the Andhra Pradesh Special Police (APSP).But soon,with trouble breaking out in OU,he was brought into Hyderabad police - much to the chagrin of many of his colleagues.

CPM MLA faces T-wrath -Cops Cane Students Following Attack On Him At Nalgonda

Nalgonda/Hyderabad: Stepping up their offensive,the pro-Telangana activists attacked the vehicle of an MLA of CPM,which is opposed to the division of the state,in Nalgonda on Sunday.Tension mounted as police resorted to lathi charge to quell them. The angry activists pelted stones on the vehicle of Miryalguda legislator Julakanti Ranga Reddy when he questioned the Telangana JAC leaders presence at the zilla parishad meeting after they had resigned from their posts.The activists,among them were scores of students,hurled stones on the MLAs car damaging the windowpanes.The slogan-shouting mob demanded that he quit his post in support of separate Telangana state.When the protesters refused to budge,police resorted to lathi charge to disperse them.The MLA was shifted safely to another place, a police official said.He denied that the MLA had suffered injuries in the melee.Six protesters sustained injuries during the lathicharge,while six agitators were taken into preventive custody.

In Zaheerabad in Medak district,minister J Geeta Reddy faced the fury of T-protagonists who wanted her to resign from her post.At a meeting of Congress JAC where she got up to address the leaders,the agitators shouted slogans demanding her resignation.With the pleas to maintain calm falling on their deaf ears,the minister left the place without addressing them.Meanwhile,ABVP activists held a protest in Mahbubnagar demanding resignation of Makthal MLA K Dayakar Reddy (TDP) who was staying in a guest house when they came.The activists questioned Dayakar for holding on to his post.In Nizamabad,the agitators besieged the house of MLA Gampa Goverdhan Reddy and sought his resignation.They later burnt his effigy in front of the house. A student jumped from a tree shouting Jai Telangana slogans at Pippaldari in Adilabad district on Sunday.Srikant was admitted to RIMS hospital in a critical condition.Earlier,the agitators set a BSNL cell tower on fire at Talamadugu in Adilabad district late on Saturday night,while a tent belonging to JAC was set ablaze at Vemulawada in Karimnagar district.

Dejected youth sets self ablaze-With T State Not Happening,My Job Hopes Look Bleak

A teenager from Ranga Reddy district brought home the chilling aspect of the T agitation by setting himself on fire near the main gate of Osmania University.The gory step came on Saturday after-noon in the midst of a student-police standoff on the university campus. Siripur Yadaiah,a resident of Nagaram village in Maheshwaram mandal,shocked the police,fellow students and the media alike by starting to run after setting himself ablaze.He was immediately bundled into a 108 ambulance and shifted to Apollo Hospital near DRDO at Santhoshnagar,where he is battling for life with 85% burns. Eye witnesses said Yadaiah was part of the student group that had set out from Arts College around 10.45 am with the intention of marching to the assembly.Even as the students were stopped at the barricades erected by the police outside the main gate towards Vidyanagar,Yadaiah joined other students in shouting slogans and gave no indication of his deadly plans. He spoke to me for about 15 minutes on the Telangana issue,and wanted to know whether it is going to happen.He also spoke of his family back-ground and his studies, said Market police sub inspector K Ravi Kumar.Apparently,Yadaiah was part of the group that broke through the barricade once only to be chased back by a strong posse of cops.At 1.45 pm,even as top police officials present on the campus finished speaking to the media about the develop-ments till then,Yadaiah stepped behind the main gate,opened the bag he had brought with him,took out a bottle of kerosene,and doused himself and lit the match.The sight of the boy running with flames consu-ming him was chilling, admitted a police official later.

It later became clear that Yadaiah,19,had come to the campus on Saturday determined to take his life for the Telangana cause.His bag contained a suicide note,a photo album and some certificates,including that of his SSC from Victoria Memorial High School,Saroornagar,besides some clothes.He dropped out of Intermediate first year (CEC) from New Nobel Junior College,Moosarambagh in Dilsukhnagar. In his suicide note,however,he merely stated that he had completed studies till class X.I am an orphan and lost my parents in my childhood.I was hopeful of getting a job in case Telangana materialised.But it appears that the separate state will not happen.I am giving up my life for the Telangana cause and many more will do so till the dream is realised, the note written in Telugu said. Going by the photographs in the album found in his bag,Yadaiah had a penchant for getting himself clicked with leading politicians.There were many photos of him with such politicians as home minister Sabita Indra Reddy,who represents the Maheshwaram constituency from where he hails.Soon after his immolation bid,Yadaiah was first rushed to Gandhi Hospital and then shifted to Apollo.His condition is critical, said the hospital authorities.

OU simmers as students battle with police

Hyderabad: On a day of high drama,marked by more tension than actual action,violence erupted late on Saturday evening with incensed students pelting stones on the security forces at Tarnaka.The violence was triggered by the suicide attempt by a student earlier in the afternoon. Almost 500 students gathered on the Tarnaka main road around 5 pm and started pelting stones on the police.At first,the police merely shielded themselves and did not retaliate.But a little later,around 6 pm the students converged on the university ground behind Aradhana theatre at Tarnaka and began another but more intense round of pelting stones and whatever else they could lay their hands on. The police then burst at least 15 round of tear gas shells as well as a few rubber bullets and also resorted to lathicharge.They also hurled back the stones that were flung on them by the students.At least 15 students were said to be injured in the police action.The violence subsided by around 8.30 pm and majority of the police forces withdrew from the site. However,situation is still tense, a police official said. The violence occurred just when it appeared that the march to assembly planned by the OU JAC in the morning all but petered out.When the students began their march from Arts College around 10.45 am,there were hardly about 100 of them but by the time the marchers reached the main gate towards Vidyanagar,their numbers had swelled to almost 1000.

T-issue : Govt lacking political will (A Political Issue Has Been Reduced To Law & Order Problem By The Rulers)

If the separate Telangana issue has divided public opinion vertically,the manner in which the student agitation is being countered by the government has unified opinion the government has failed miserably in handling what is largely a political problem. Observers note the state is not looking at resolving the issue politically but has instead pushed the police to cow down the T agitators.Osmania University may not have turned into a war zone if the state had not taken refuge in the police lathi,they assert.On Saturday,around 20,000 police personnel,including paramilitary forces,were deployed in the city to scuttle the Chalo Assembly call given by T supporters.The assembly area was cordoned off throwing city traffic out of gear.Analysts appalled by the huge police presence wondered if the city was facing a terror attack. Police forces should be used to regulate when necessary.But this is an excessive police presence and show of strength, says V S Krishna of Human Rights Forum.

While a city-based entrepreneur considers police presence important to protect public property and the common man during agitations,he wonders what the fuss is about.Can a few thousand students campaig-ning from a university campus achieve separate Telangana It is too political a demand.Why is it being taken so seriously, he asks. News portals on Saturday had netizens commenting furiously as to where the political leaders were when the young Class X student immolated himself on Saturday.The situation is aggravated because students have lost trust in the government,which knows nothing apart from using brutal force, says sociologist Bharath Bhushan,who has authored a book on Telangana.The assembly has been ghearoed on many occasions in the past but never before has this kind of force been used, he adds.

While the government should act like the house elder and resolve issues,here it has failed to do so is the common perception.Politicians,say observers,have used students asking them to blow cold initially only to instruct them to step up the agitation later.Now,that they are all agitated,the party has left them to fend for themselves. Kukatpally resident and businessman D Venu Gopal who is for a united Andhra says that he is surprised that nobody is talking about the academic year.It is mid-February and there is no talk about examinations, he says,adding that the campus cannot be used as a field for political battles.

But B V P Rao,former bureaucrat and home secretary of Assam,says that universities are also meant for political lessons.I lost two-and-a-half years in 1969, he says.There is helplessness setting in at OU and the political system is to blame for it.Still,it is to the students credit that they have kept this movement non-violent, says Rao,who had taken part in the 1969 agitation,which was comparatively much more violent. But those like Bharath Bhushan say using OU campus as the centre of the agitation is not fair.Making a campus as the only centre is not fruitful because it is bearing the entire burden.The agitation has to be more widespread, he says. Nevertheless,some like Dr Veera Prasad,CEO,Nellore Medical College,believe that given the frustration among students the government is right in not taking any chances.

T Cong leaders to meet tomorrow-Will Plan Memorandum To Be Given To Justice Srikrishna Commission

Telangana Congress leaders will meet on Monday to give shape to their memorandum to be presented to the Justice Srikrishna Commission. The commission,apart from issuing the public notice,has already written to eight recognised political parties inviting their suggestions and views on the seven terms of reference in 30 days.The T Congress leaders are roping in experts in irrigation,agriculture,education and other sectors to prepare reports on how injustice had been done to the region in the past 55 years.A team of experts is already on the job under supervision of senior leaders Palvai Goverdhan Reddy,P Narasa Reddy,A R Suresh Reddy,former speaker,to prepare a report on the irrigation related injustice to the region.We are taking the services of several academics,scientists and other retired bureaucrats and technocrats to prepare the documents on subjects like education,industry,culture and others, Goverdhan Reddy said. Another senior leader K R Amos said important Congress leaders from the region are meeting on Monday to expedite the process of preparation of their argument in support of the Telangana state. Apart from presenting a collective report on behalf of the party from the Telangana region, individual leaders would also seek audience with the committee to present their own personal points of view,Amos said. Meanwhile,Congress leaders from the Rayalaseema and Circar districts also are planning to meet soon.But,the date has not been decided yet,said chief whip of government S Sailaja-nath, a prominent leader from Anantapur district.The TDP too is yet to take a decision on whether or not to submit a report before the Srikrishna committee.MLAs from Telangana and Seemandhra regions will meet separately on Tuesday to discuss the issue.According to party leader S Venugopalachari,there is an opion in the party that since leaders of both the regions had already submitted their views to the Union home minister at the recent all-party meeting there was no need to go before the committee again.

Panel seeks views of public,political parties

The Justice B N Srikrishna committee on Telangana on Saturday issued a notice seeking views and suggestions from the public,political parties and local organisations on the contentious separate statehood issue within 30 days.On receipt of the views and suggestions and after examination of the issues,the committee will hold wide-ranging consultations with political parties,concerned associations and groups and civil society organisations as indicated in the terms of reference before submitting its report, said the notice,issued by the panels member-secretary Vinod K Duggal.TNN

Its a sorry state of affairs

The ongoing T-turmoil has cast its gloomy shadow on the states budget for 2010-11,forcing K Rosaiah government to maintain a status quo instead of providing an impetus to the states flagging economy,feels trade and industry. The chief minister has said that under the given circumstances this is the best he could do.This speaks volumes about the sorry state of affairs we are in, said Confederation of Indian Industry (CII),AP state council chairman,Y Harish Chandra Prasad,expressing disappointment that no sops by way of tax exemptions or power concessions were given to industry. Terming it as more of a welfare budget than a developmental one,Prasad said industry was grateful for a taxfree budget.He also lauded allocation for enhancing IT infrastructure by creating IT/ITeS SEZs in Visakhapatnam, Vijaya-wada,Warangal,Kakinada,Kadapa,Tirupati and Ranga Reddy districts. Federation of Andhra Pradesh Chambers of Commerce and Industry (Fapcci) president K Harish Chandra Prasad said the budget was more of a ritualistic exercise than a means to provide impetus to the states economy that had taken a hit due to the Telangana issue.

There is no real focus or impetus to any sector.We had hoped for some relief or encouraging signs, said Prasad. Despite all his experience,the CM was not able to focus on budgetary planning due to the recent disturbances.This is the price we have to pay for the political uncertainty,bandhs and violence as they throw planning out of gear, Prasad said. The government has not done its homework properly, opined Administrative Staff College of India (Asci) advisor Surendar Reddy,adding,my hunch is income has been inflated as agricultural output,growth and revenues are down.They are mainly depending upon the Centre for funds.The Rs 13,000-odd crore deficit could balloon by another Rs 7000-8000 crore by the end of the year. Pointing out to a disturbing fallout of the T-crisis,Reddy said: There is no allocation for schemes in the Telangana region as against other cities like Vijayawada and Vizag.All the three irrigation projects that have power projects under them are also located in Andhra.I feel that not many funds are going into creating assets in the T-region given the current disturbances.

Hyderabad under T siege-20,000 Cops Deployed In City To Foil OU Students Rally To Assembly

Claiming that it apprehends violence in the state capital in view of the proposed march of Osmania University students to the state Assembly on Saturday,the state government has virtually cordoned off the heart of the city where the Assembly is situated. The state budget is slated to be presented in the House in the afternoon. By deploying over 20,000 police personnel,the state has virtually declared a curfew from 5 am to 6 pm on Saturday and effected massive traffic diversions.It is clearly an indication of a nervous government overreacting to the plans of the Telangana agitators who have threatened to march to the Assembly.Normal life is certain to be disrupted due to the curbs and traffic restrictions and hundreds of innocent civilians put to immense hardships, one official said.

The OU students JAC on Friday night vowed to take out a rally from Tarnaka campus to the Assembly at around 8 am. They also threatened to take out rallies in smaller groups from various undisclosed locat-ions. Anticipating trouble,several educational institutions are likely to stay closed. By Friday night, heavy police deployments and barricades were in place around OU campus and various strategic locat-ions in the city including all around the Assembly.Hyderabad police commissioner A K Khan said prohibitory orders banning assembly of more than five persons is in place throughout the city on Saturday. Students and others from Hyderabad and other districts are cautioned not to reach or congregate in the city in view of the anticipated law and order problems.Those who violate the law will be arrested and we are also on the lookout for those who might cause trouble, the commissioner said.The OU students,however,claimed that scores of students from districts already reached the city.Apart from students from the main campus,those from Nizam College and other affiliated colleges will also converge on the Assembly,the students claimed. AK Khan conceded that the massive bandobust will disrupt normal life.It will be difficult for common man but budget presentation is very important and it is the duty of the police to facilitate smooth functioning of this process.So,we are left with no option but to impose these restrictions, he said.

SC stays HC order,allows forces in OU with a rider

New Delhi: The Supreme Court on Friday stayed till February 23 an order of the A P High Court that directed the state government to move out the paramilitary forces stationed on Osmania University campus in Hyderabad. A two-judge Bench of the apex court comprising Justice G S Singhvi and Justice T S Thakur made this interim order while hearing an appeal filed by the A P government.The state argued for a stay of the HC order on the grounds that Maoists had infiltrated the Osmania University students movement,and that they apprehended violence in Hyderabad on Saturday in view of the OU students plan to lay siege to the state Assembly on the budget day.However,Prashant Bhushan,counsel for the students,strongly protested the states claim that there was Maoists presence on OU campus.

The Bench, however, made it clear that all paramilitary forces at OU should function under the direct supervision of the state home secretary and that none of the members of the forces should abuse his authority and misbehave with students on the campus.The Bench also made it mandatory for the home secretary to review the deployment of forces every day.

Cong snaps ties with JAC,to form own T panel

Hyderabad: The Congress on Friday decided to dissociate itself from the political joint action committee (JAC) on Telangana and announced that it would form its own committee to carry forward the agitation to achieve a separate state. According to party leader K Jana Reddy,henceforth the Congress would not be involved with any agitational programmes taken up by the political JAC.Reacting to it,JAC convener M Kodandaram said that the JAC would continue with its agitational programmes even if the Congress does not participate.If Congress wants to be out of JAC,there is no problem.JAC consists of several political parties and T organisations, he said.The JAC would continue to demand that the Congress legislators resign from assembly and will hold dharnas in front of their houses till February 28 and if they still refuse to resign,the JAC will impose social boycott against them, he added.

T-Congress leaders have been under pressure from the Congress high command to dissociate themselves from the JAC as Kodandaram is alleged to be proxy to Telangana Rashtra Samiti (TRS). Taking strong objection to the attacks against several Congress ministers and MLA,party leaders felt that resignation was no solution to the Telangana problem and resolved to take up a campaign that Congress alone would create a Telangana state.The meeting of party MLAs,MPs ministers urged the students of Osmania University to call off their programme of laying siege to the assembly on Saturday.Students should not take steps that would spoil their academic life.Academic year should be saved at any cost, Jana Reddy said.Similarly,they urged the party to take disciplinary action against Vijayawada MP L Rajagopal for his provocative statements on Telangana.

Meanwhile,MLAs R Damodar Reddy and Ch Mutyam Reddy (Congress) and one PRP MLA Maheswar Reddy,after meeting the political advisor to Sonia Gandhi,Ahmed Patel in Delhi said that they were satisfied by the assurance given by the senior Congress leaders.They said they were now confident that the Srikrishna committee would examine Telangana issue and a separate state would become a reality and that there was no need for anyone to resign either from the legislature or Parliament.

Twin home secretaries land state in dilemma

Hyderabad: The Supreme Court directive on Friday asking paramilitary forces at Osmania University to function under the direct supervision of state home secretary plunged the government into a dilemma as there are two home secretaries in AP. While IAS officer Ajay Mishra is in-charge of law and order,IPS officer P Goutham Kumar is in-charge of police affairs.We still have to decide as to who will be made responsible to execute the SC directive, a GAD official said. In the apex court,the state further contended that AP HC single Bench judge Justice L Narsimha Reddy ordered the withdrawal of forces from OU campus without even giving them any time and that when it appealed to the division Bench,the latter upheld the judges order.

When the SC Bench asked for a copy of the HC division Bench order,the state said it had not been able to procure one so far.The apex court then requested the HC Bench to make available a copy of its OU order by Feb.23,the next date of hearing. Both the single-judge Bench and division Bench of the AP HC had pulled up the police for the excessive action on OU campus in which students including girls were lathicharged and assaulted.The media too was targeted by the rampaging policemen and the state had to order an inquiry after the police action invited widespread criticism.

Cops set ablaze scribes bike, JC admits in HC - I Have Informed DGP, Anjaneyulu Tells The Court

Hyderabad: Joint commissioner P S R Anjaneyulu on Thursday admitted in the High Court that it were the security forces who set ablaze the vehicle of ABN reporter M Narsing Rao. Explaining the reasons that led to the police resorting to firing rubber bullets and lobbing tear gas shells on OU students on Feb 14, the police officer said, We acted only to disperse the students who were continuously pelting stones on us. We also had credible information that outside extremist elements were inside the campus, who could not be nabbed due to various reasons. When he maintained that no girl student was molested, Justice L Narasimha Reddy said: You have the audacity to say that no girl was molested Your approach is totally anti-people . You should have told the court that you will verify the facts and get back. Which girl will make a false complaint. Then turning to advocate general D V Sitaram Murthy, the judge said: This officer is showing no signs of repentance or remorse.

When the judge asked who were behind burning the scribes vehicle, Anjaneyulu said, We had informa-tion that some of the police personnel had burnt it. But your home minister says that the police were innocent. Even yesterday , you arrested some students. Why didnt you arrest the cops who burnt the vehicle. All through, the home minister was describing the students as offenders and police as innocent. But it seems that the reverse is true, the judge observed. When he wanted to know if Govt. was informed that the vehicle was burnt by police, Anjaneyulu said he had informed the DGP. The judge then sought an action taken report from the DGP. When asked who had ordered deployment of paramilitary forces on OU campus, Anjaneyulu pleaded ignorance and said it happened during the transition period between B Prasada Rao relinquishing charge and A K Khan taking over as Hyderabad police commissioner . The judge who clubbed the petitions of the scribe and the one filed by nine OU students demanding a CBI inquiry into the police action sought a detailed affidavit within 10 days from the state and the police explaining the reasons for the situation that led to the police excesses.

The judge also wanted the authorities to state the material before them for justifying the deployment of paramilitary forces in OU. If the reply is not satisfactory, I will have no hesitation in ordering a CBI inquiry into the OU incidents, he said.

Forces at OU: SC moved against HC order

The government on Thursday approached Supreme Court against the direction of the High Court asking it to move out paramilitary forces from Osmania University. SC which posted the matter for hearing to Friday, asked AP to come out with the answer as to who permitted the deployment of paramilitary forces on OU campus. It is not a good sign, a bench comprising Chief Justice K G Balakrishnan and Justices S H Kapadia and Aftab Alam said when the state government sought a stay on the AP High Court order. PTI

Govt struggling to find a place for T panel

Hyderabad: Even before the high-profile Srikrishna commission on Telangana is set to get down to work, which it plans to do in a week, it has run up against a major problem in Hyderabad a suitable accommodation. The general administration department (GAD) is in a fix over finding a place for the commission. While the Lake View Guest House next to the Raj Bhavan is what officials can think of first, there is a problem there. It is generally given only for the stay of Union ministers and senior officials of the Union government. The other is the adjoining Dilkusha Guest House, where the government has incidentally provided a few rooms for the Satyam probe team last year which it is still using. Moreover, whenever hearings of some commissions are to be organised, they are done at the Dilkusha Guest House. An official said though there are a few more rooms available at the Dilkusha Guest House, they will have to be kept available for officials of various ranks from the Centre and other states on official and private visits to the city.

Blocking the rest of the rooms for the Srikrishna panel would leave practically no rooms for officials visiting the state, an official pointed out. Though the Greenlands Guest House could be an option, it is occupied by the Hyderabad Metropolitan Development Authority (HMDA). The office of the Director of Protocol is also housed there. Next in the list is Manjeera Guest House near Greenlands, also at the disposal of the government. But this too has a stream of officials coming in for whom accommodation is provided. While the Lake View Guest House has 19 rooms, Greenlands has 13, Dilkusha has 10 and Manjeera has 32. The issue is not just about accommodation now but also of providing a secure place for the commission, an official of the protocol department said.

Apart from security, the issue is of accommodation for long term that too for the five-members , as the brief to the Committee is to submit its report by December 31, 2010, a good 10 months, is rattling the government. Meanwhile, official sources said one of the places being considered is also the Dr Marri Channa Reddy HRD Institute at Jubilee Hills.

Separate T cannot be achieved overnight -City MLA Urges T Leaders To Show Restraint

Hyderabad: Congress member M Shashidhar Reddy urged the leaders from Telangana region not to provoke students and prevent them from treading the wrong path. Referring to the ongoing agitation for separate T state, while initiating the debate on motion of thanks to the Governors address, Reddy advised the political leaders to help resolve the issue by presenting their arguments before justice Srikrishna committee and not instigate the students. Advocating patience, Reddy said, it took 70 years for initiating a systematic procedure for creating separate Chhattisgarh state. The agitation had its roots in 1924. The Madhya Pradesh assembly passed a unanimous resolution in 1994 and the state became a reality after another six years.

Referring to recent agitation, he said a false was being created among the students that the separate state can be created overnight. He said that it appeared as if there was consensus within the parties on bifurcation of state though it was not there. Touching upon the law and order situation, Reddy said the recent incidents had made it clear that some outside elements had creeped into the campus and this fact has been admitted by the students themselves. This puts greater responsibility on the leaders of political parties to see that violent incidents do not take place.

Appreciating the governments performance, he said, chief minister K Rosaiah was working like an architect by taking up several development programs. The government was alive to the issues like steep increase in prices of essential commodities like pulses and rice and was taking necessary measures to control the rising prices, he added. He said that the government was committed to provide four per cent reservation to the Muslim minorities.

OU molestation: Action demanded against cops

New Delhi: Nine Telangana MPs on Thursday demanded the severest of punishments for the security personnel who molested girl students on the Osmania University campus last week. Condemning the incident as a blot on civilised society, the Congress MPs, nine from the Lok Sabha and one from the Rajya Sabha, urged Congress president Sonia Gandhi to take cognizance of the incident and ensure that all those responsible for the atrocities are punished as per the law.

The police entered the ladies hostel of the university and molested some of the students . It was a pre-planned action . On entering the hostel, the police switched off the lights and molested the girls, Nizamabad MP Madhu Yaskhi told the media in the national capital after a meeting. Apart from Yaskhi, those present in the meeting were V Hanumantha Rao (Rajya Sabha), Manda Jagannatham, G Sukhender Reddy, Ponnam Prabhakar, G Vivekanand, T Rajaiah, Balaram Naik and Suresh Setkar.

Saying that the girls were not safe on the campus, Yashki charged that senior police officials had directed the security personnel on the ground to commit such atrocities only because the students were demanding a separate Telangana state. The MPs demanded the state government to immediately suspend IPS officer P S R Anjaneyulu and other senior officials who were in charge of the police operations . We wonder how young students could be treated so inhumanly in a state where the home department is headed by a woman, P Sabita Indra Reddy , the Nizamabad MP said. When asked if they would demand the resignation of chief minister K Rosaiah and the home minister, the MP said the court is seized of the matter . We will wait for the verdict of the high court, Yaskhi said.

Not right to discuss judges conduct: Naidu

Hyderabad: While three Congress legislators aired their disapproval of the AP HC remarks on Thursday against the governor and the government action in the recent police lathicharge on Osmania University students, the opposition TDP felt that it was not proper for the state assembly to discuss the conduct of a judge. Opposition leader N Chandrababu Naidu and deputy leader P Ashok Gajapati Raju said that as per Article 211 of the Constitution no discussion should take place on the conduct of judges. One constitutional body should not make comments on another, they said.

The Constitution has clearly demarcated the role of the executive, judiciary and the legislature. It is not correct to step into the domain of each other, Naidu said and urged Speaker N Kiran Kumar Reddy to expunge the remarks of the Congress members. The issue figured during zero hour when Congress MLA M Mahidhar Reddy, taking objection to the reported remarks of the judge on the governor, asked how could people trust the assembly and its members if courts make such remarks. People are already losing faith in constitutional bodies. The courts dispose of some cases fast while others remain pending for several decades, he said. Later, Cong MLAs Malladi Vishnu and Madhusudhan Gupta too said the HC observations were an insult to constitutional bodies. The Speaker said he would reserve his ruling on the issue.

Rosaiah To Move Into Camp Office Before Ugadi After Carrying Out Alterations

Hyderabad: K Rosaiah is now seeking divine help to help him stay in the chief ministers chair and, more importantly, make himself heard. Besieged by the Telangana agitation, ministers and Congress MLAs who do not respect him and bureaucrats who do not listen to him, Rosaiah has sought the help of Hindu pundits to stave off the trouble. Their advice: Make changes to the CMs Camp Office at Begumpet and move in before Ugadi. Your fortunes will improve. As per their celestial guidance, Rosaiah is all set to move into the Camp Office on March 16, the day when Telugus all over the world usher in the New Year. The chief minister will move into the official residence at the back of the Camp Office along with his family from his present Dharam Karan Road residence, a GAD official told TOI.

However, a few purohits on behalf of Rosaiah visited the Camp Office in January this year and suggested that some major changes are necessary before the CM moves in. Rosaiah garu is a keen believer of vaastu. As per the advice of the purohits , we have been directed to make the changes on a top priority basis within the next three weeks, the GAD official said. The job of carrying out the structural changes has been entrusted to the Central Building Division (CAD) of the roads and buildings department. As per the advice of the purohits, the security tower at the southeast corner will be taken out of the main boundary wall and a separate entry constructed for it. The Camp Office portico will be extended towards the south direction. The entry gate between the Camp Office and the residence will be closed. One small room, in the shape of a diamond, will be constructed at the southeast corner of the office. Similarly , another small room will be constructed at the southeast corner of the building, an R&B department official told TOI. Among the other changes that are to be carried out, the size of the public meeting shed will be reduced and a capsule lift provided adjacent to the left side staircase in the Camp Office just before the photocopying room. And lastly , the rear-side portico of the Camp Office is to be demolished. We hope that Rosaiahs luck changes for the better after these modifications are carried out and he moves in before Ugadi, the official said.

The CMs Camp Office-cum-official residence was constructed in 2004 at a cost of Rs 5.3 crore and is spread over four acres. After the death of Y S Rajasekhara Reddy, his son and Kadapa MP Jaganmohan Reddy and widow Vijayalakshmi moved into his sister Sharmilas residence on Road No 2, Banjara Hills, on December 29 and the Camp Office has been lying vacant since then.

Rift in T-front : IT minister takes on Kodandaram

Hyderabad: Information Technology minister Komatireddy Venkat Reddy cautioned political joint action committee convenor M Kodandaram to refrain from making provocative statements . Interacting with reporters in the assembly lobbies on Wednesday, the IT minister asked the JAC convenor to stop behaving like a Hitler. Who is he to decide on what ministers should do Let him not be under the impression that he can make provocative statements and get away with it as we are showing maximum restraint We are part of the government and never associated with the political JAC, he said.

The minister said he had been receiving complaints from his party workers that political parties like the TRS and BJP were sending college students to deliberately indulge in vandalism and attack the houses of ministers and C o n g re s s MLAs. Will Kodandaram and the BJP take responsibility for the safety of ABVP students who are attacking public representatives, in case of a retaliation from our party cadre. Our cadre strength is in lakhs, he said.

On the run: 2 OU students injured - Bid To Escape From Police Net Proves Costly For Osmania Varsity Students

Hyderabad: Two Osmania University (OU) students suffered injuries while trying to flee on seeing police on the campus on Wednesday. On a tip-off that OU Joint Action Committee was holding a meeting at Faculty Club on the campus, seven policemen, including Task Force personnel, landed at the venue to effect some arrests with regard to incidents of February 14 and 15. The two studentsRamesh and Sharath, both inmates of E-Hosteltried to flee from the spot and in the process suffered injuries.
Ramesh suffered a head injury and Sarath sprained his left shoulder while trying to fleed from the terrace of the Faculty Club. Both were taken to Gandhi Hospital where their condition was said to be stable.

Meanwhile, police picked up five OU-JAC membersRaja Ram Yadav, Srikanth Rao, Daruvu Yellanna , Sudhakar and Velukula Kumarwho were present at the meeting. However, after questioning them, Srikanth Rao and Raja Ram Yadav were arrested. There were 10 other students at the meeting when the arrests took place. Civil police went to the campus to arrest the accused and immediately returned after apprehending five students. It is not a violation of the High Courts order, DCP (East Zone) Mahesh Chandra Ladda said. The arrests triggered a fresh wave of protests. Students staged a sit-in before the OU police station demanding the release of JAC activists.

Over 50 students gathered before the OU police station shouting slogans against police. The students said JAC leaders should not have been arrested as it was police and paramilitary forces which unleashed terror on the campus. The DCP said cases were registered against over 100 students for initiating violence on February 14 and 15 based on evidence gathered by police. Eight cases were booked against the students under sections 147 (Rioting), 148 (Rioting armed with deadly weapons), 149 (Unlawful assembly), 307 (An attempt to murder), 326 (Voluntarily causing grievous hurt by dangerous weapons or means), 327 (Causing hurt by an act which endangers human life), 353 (Attack on a public servant) of the Indian Penal Code (IPC) and Prevention of Damage to Public Property Act.
Police also booked three cases against police personnel for attacking media personnel and damaging their property under Sections 324 (Voluntarily causing hurt with dangerous weapons), 427 (Mischief and thereby causing damage to property) and 435 (Mischief by fire) of the IPC. Many students expressed shock over police registering cases against them. Police have foisted false cases on us. They burnt our vehicles and pelted stones on us. Why should we get arrested, a JAC member asked. He said his bike was damaged beyond repair by police personnel.

Another OU student, who is recuperating at Durgabai Deshmukh Hospital, said he was not stepping out of the hospital fearing arrest. How can I go to a police station and lodge a complaint when I know that policemen are waiting outside to arrest me the moment I step out he asked. Meanwhile, a seven-member CID team headed by SP N Balaji Rao visited the campus and recorded statements of media personnel who either suffered or witnessed police violence.

AP cops lawless: Even CM, His Cabinet Helpless In Reining In Cops, Says The High Court

Hyderabad: The AP police seem to be not answerable to anybody and even the CM and his cabinet are helpless in controlling the actions of the men in khaki, justice L Narasimha Reddy of the High Court observed on Tuesday. Angry with the police for not complying with his order on Monday to leave the Osmania University campus, the judge directed joint police commissioner of Hyderabad P S R Anjaneyulu to appear before the court on Thursday and explain the police action on the OU campus on Sunday and Monday. The order came while the judge was hearing a petition filed by M Narsing Rao, the ABN Andhrajyoti reporter who was beaten black and blue by the cops and whose vehicle had been set ablaze on the campus on Monday. The scribe showed to the judge the injuries he suffered and demanded that the police department bear his medical expenses and order a magisterial inquiry into the attack.

Justice Narasimha Reddy said: The state police are a lawless lot and accountable to none. It looks like they are acting at the behest of somebody. The CM as well as the cabinet appear to be helpless if their statement that they did not witness the incidents on the campus is any indication. HC Turns Down Govt Plea On RAF In OU

Hyderabad: Daring the Hyderabad police commissioner to concede that he is unable to control the law and order situation in the city in order to justify the continued presence of the Rapid Action Force (RAF) and other paramilitary forces on the Osmania University campus, the Andhra Pradesh High Court on Tuesday dismissed an appeal filed by the state government challenging the singlejudge Benchs order of Monday that directed all security personnel to move out of the campus. While dismissing the appeal, the division bench comprising acting chief justice T Meena Kumari and justice G Chandraiah said: We do not see any reason as to why we should interfere in the order of the single-judge bench when the actions of the RAF, particularly the ones like ill-treating girl students, switching off power and firing tear gas shells in the darkness etc, are staring at us.

Advocate general D V Sitarama Murthy explained to the bench that the state government was not against the students and that the paramilitary forces were deployed on the campus only after they found no response from Osmania University vice chancellor T Tirupati Rao to the letters written by city police commissioner AK Khan in which the latter had referred to the presence of non-boarders on the campus.
What is the evidence that you have for requisitioning the deployment of RAF. Under the guise of one or two violent incidents, you cannot continue the forces like RAF here. Forces like the RAF are under nobody and listen to none. Better have the local police forces, or tell us if your local authorities have pleaded helplessness in controlling the conditions here, the bench told the AG. The division bench then held that the OU vice-chancellor and the Hyderabad police commissioner should first declare that things are going out of control. Only then can you ask for the deployment of RAF, the bench said and dismissed the states appeal thereby making it mandatory for the state to withdraw the forces from the campus.

Top police sources said they had effected a gradual but slow withdrawal of forces from the Osmania University campus from Tuesday morning in the hope that the appeal against the high court order of Monday would be heard in their favour. Now that it has been dismissed , we have no choice but to withdraw all forces, one official said.

Injured students now look for ways to evade arrest - Want To Stay Put In Hospital Than Go To Prison

Hyderabad: Students who sustained injuries in police lathicharge on the Osmania University campus on Sunday and were admitted to the Durgabai Deshmukh Hospital are now wary of getting discharged. They fear the police would arrest them owing to charges as serious as attempt to murder filed against them. On Tuesday afternoon, one such student who is an OU Joint Action Committee member and had been taking refuge in the hospital in the guise of undergoing treatment for a minor leg injury he had suffered during the police lathicharge, was allegedly manhandled by the Task Force personnel near Durgabai Deshmukh Hospital. Another student, who did not wish to be identified, claimed that as soon as he stepped out of the hospital, he was nabbed by police personnel in plain clothes. However, he managed to escape from their clutches.

Due to fear of arrest, some OU students , though declared fit for discharge , preferred to stay in D D Hospital for some more time. There was an attempt to arrest a student from the hospital by a few policemen in plain clothes while he was stepping out even on Tuesday morning. Hence, I chose to remain in the hospital to evade arrest, said an OU JAC member at D D Hospital where presently six students are undergoing treatment . Other students also added that due to inadequate facilities, they preferred hospital to the OU campus.

The police has slapped attempt to murder cases on most of the students who participated in the protests. One more student who had suffered a leg injury during the lathicharge on Monday was admitted in Durgabai Deshmukh Hospital on Tuesday. Currently, two other students are taking treatment at Poulomi Hospital, A S Rao Nagar and one more female student at Aditya Hospital. One student, Bhaskar, who suffered a severe head injury, was shifted to Yashoda Hospital for a brain CT Scan. Meanwhile, help came pouring in from all possible quarters for the injured students of Osmania University at the hospitals on Tuesday. Locals and a few professors who visited them went about distributing eatables and offered even financial assistance. Packets of fruits and juices along with breakfast was distributed by local residents of the area. Further, at Manikeshwar Nagar, near the Tarnaka gate of the campus, locals as well as research scholars of OU staying in the area set up a food court for the students. Medicos from Osmania General Hospital too came to the rescue of the students. With the University Health Centre dysfunctional, two rooms in the B Hostel of the campus have been converted into clinic where emergency first aid is being provided to the injured.

T-activists disrupt film shooting

Hyderabad: Telangana activists disrupted yet another movie shoot in Hayathnagar on Tuesday. Nearly 50 activists, raising Jai Telangana slogans, landed at Vanasthali Hills in Tatti Annaram in Hayathnagar where an untitled movie being produced by Arya Entertainment was being filmed. The film crew immediately stopped the shoot. The activists then inquired about the origins of the crew and realised that lead actor Krishnudu of Vinayakudu and Village lo Vinayakudu fame was from non-Telangana region. So, they went to Krishnudu, who is the lead actor in the movie, and asked him to say Jai Telangana . The actor immediately said Jai Telangana . As there was no prior permission from police for the shoot, the crew was advised to stop filming and get permission from the Cyberabad commissioner

Guntur: Raking up a new controversy in the wake of the ongoing agitation for a separate Telangana state, Kanchi seer Jayendra Saraswathi said on Tuesday that bifurcation of Andhra Pradesh would only help Maoists and missionaries to make further gains. He was of the view that the division of AP would be disastrous. Addressing reporters here, the seer said Maoists activities posed a grave threat to the internal security of the country. The naxalites will flourish and get stronger in small states like Telangana, he observed. The pontiff wondered why a state where all the people speak Telugu be bifurcated at all. He said the people of Telangana were not bothered about the separate state as their lives were not going to change overnight. Taking a dig at TRS chief K Chandrasekhar Rao and others, he said: The demand for the separate state is the brainchild of some political leaders who have vested interests. The seer, who is here on a three-day visit, said that the people of Telangana region want to live in harmony with others. Some of the leaders are behind the agitation, he said. The Sankaracharya pleaded for unity of the country and the state in particular . Deploring linguistic chauvinism, he said in Telugu, We are Indians and Hindus first. He alleged that gullible people are being lured by the missio-naries . Hindus will become minorities if the trend of religious conversions is not countered, he warned. He said weaker sections and downtrodden classes were being lured by the missionaries by offering them monetary support. Religious conversions will be easier in smaller states, the Kanchi seer said.

TRS seeks apology from Kanchi seer

TRS on Tuesday demanded an unconditional apology from Kanchi seer Jayendra Saraswathi to the Telangana people. If he fails to do so, he will not be allowed to move in the region, TRS senior leader T Harish Rao said. CHANGE OF STANCE -T Congress leaders develop cold feet

Hyderabad: The dinner hosted by chief minister K Rosaiah for the Congress MLAs and MLCs on Tuesday night is seen as the celebration of total surrender of the Telangana protagonists in the party.
The last rebellious voice of MLAs R Damodar Reddy and Ch Mutyam Reddy is being taken care of by the party high command in New Delhi while the other T-group in the party is totally silenced. Both the MLAs, who have been summoned by the party high command to the national capital, are expected to get back much mellowed. From now onwards, neither the seniors nor the young legislators will create any problem to the chief minister on the Tissue . At most, they may broach the subject in panel discussions hosted by the electronic media and submit petitions to the party high command if necessary, said a senior leader.

Before they were silenced, the T Congress advocates had on Tuesday sent a letter to party president Sonia Gandhi through Damodar Reddy and Mutyam Reddy stating as to how the terms of reference of the Srikrishna committee were against Telangana. Party sources said this letter would be the last correspondence between the high command and T rebels in the party on the contentious issue. We have placed our apprehension about the commission before the high command. What else can we do now when a commission has been appointed, an MLA said. On Tuesday, no T-Congress MLA raised his voice in support of the TDP when the latter stalled the assembly proceedings on the issue of police action against the students of Osmania University.

The refusal of the T Congress leaders to toe the line of the TRS in submitting the resignations to the Speaker in protest against the terms of reference of the Srikrishna panel is a victory of sorts for the party high command. This is then end of defiance by the Congress leaders, the leader said. By Tuesday, senior leaders like K Jana Reddy had become totally silent. Congress Working Committee member K Keshava Rao, who made his Jubilee Hills residence a centre for T activities in recent days, too has suddenly become tongue-tied . Vocal MLCs who had a good rapport with TRS president K Chandrasekhar Rao were also not inclined to toe the TRS line fearing reprisal from the party high command. The office rooms in New MLA quarters, which served as the rendezvous for many a T-meetings , are practically deserted now. According to sources, the spectre of president rule and the threat of disciplinary action at the individual level are said to the reasons behind the wholesale surrender of all T leaders in the party.
We have no option but to remain spectators while the TRS carries the movement forward one way or the other, an MLC told TOI. In the backdrop that the chief minister hosted a dinner for all Congress legislators and MLCs on Tuesday night. It is unusual for a chief minister to host a dinner exclusively for the party colleagues in the assembly and council at the beginning of the session. Telangana activists continue protests

Hyderabad: Pro-Telangana activists continued to besiege the houses of MLAs and other public representatives in Warangal, Nizamabad, Adilabad, Khammam , Medak and other T-districts on the second day of the protest on Tuesday. At Hanamkonda, the protesters hurled eggs and tomatoes at the house of Warangal district Congress chief and MLA Gandra Venkataramana Reddy. Some even pelted stones, while advocates laid a siege to his house demanding his immediate resignation from the posts he was holding. In a symbolic protest, the agitators performed Srimantham (the seventh month ceremony conducted for pregnant women) for medical education minister P Sudarshan Reddy in Bodhan and Banswada MLA Pocharam Srinivas Reddy (TDP) by making two persons pose as pregnant women. Their anger was over the minister and the MLAs refusal to quit their posts.

The house of TDP Kamareddy MLA Gampa Goverdhan was targeted when the protesters pelted cow dung on the nameplate. In Adilabad, Telangana sympathizers staged a demonstration in front of Adilabad MLA Jagu Ramanna and Boath legislator Nageshs houses. The agitators also besieged the house of Gajwel MLA Narsareddy in Medak district. Lawyers in Nizamabad conducted a mock court and awarded death sentence to the chiefs of various political parties for deceiving the people of Telangana region. Students of Giriraj Government College at Dubba in Nizamabad town took out a death procession of PCC chief D Srinivas and cremated his effigy at the college premises demanding his resignation from the party post.

The final call on Telangana: Is it time to listen to Andhra Pradesh?

The terms of reference of the Justice BN Srikrishna Committee on Telangana may be wide enough to satisfy all, but so wide that they may satisfy none. In constituting the committee the Central government seems to have been guided by the principle that no one with any knowledge of the problems of the state should be involved in seeking a solution. It is an interesting, and perhaps even a laudable, principle.

The committee members cannot be accused of being biased in favour or against the break-up of Andhra Pradesh. None of them is either for or against a separate Telangana. Their professional credentials are impeccable, even if some of them are not known to a wider national audience beyond their relevant disciplines. However, critics may wonder if 10 months are enough for a group comprising professionals with their normal duties at work to unravel a 50-year-old problem. The committee has been tasked to review the developments in the state since its formation and their impact on the progress and development of different regions of the state. Further, it has been asked to examine the impact of recent developments on different sections of people such as women, children, students, the minorities, Other Backward Classes, the Scheduled Castes and the Scheduled Tribes. Finally, after consulting all sections of people, including political leaders, on the aforesaid matters, the panel has to "elicit their views; to seek from the political parties and other organisations (including industry, trade, trade unions, farmers' organisations, women's organisations and students' organisations) a range of solutions that would resolve the present difficult situation and promote the welfare of all sections of the people; to identify the optimal solutions for this purpose; and to recommend a plan of action and a road map."

This is more than a mouthful and the committee is likely to get more than an earful! In the interim, one can expect sporadic violence to continue given that extremist elements in the state have already rejected the terms of reference of the committee. If the idea is to buy time, then such time may come at a price. The longer the uncertainty about the future of the state, the greater the damage it would do to the state's economy. Hyderabad, India's fifth-largest metropolitan centre and one of the most cosmopolitan cities that has witnessed unprecedented economic development in the past decade, has already suffered for no fault of its own citizens.

The members of the Justice Srikrishna Committee must understand the enormity of the task at hand and the burden on their shoulders. The committee must adhere to the highest standards of professionalism if its final report is to be taken seriously and not be mocked and condemned by one section or the other. The people of Andhra Pradesh, including the advocates of a separate Telangana, owe it to themselves to allow the committee to function properly and complete its work in an environment of peace and professional integrity.
