OU BRACES FOR T GARJANA, CITY PUT ON ALERT, 30 COMPANIES OF CPMFs DEPLOYED

The Arts College grounds in Osmania University will be the battle ground for the Telangana agitation on Sunday with the students from the region bracing for a huge meeting and the police deploying personnel on a massive scale to ensure that it goes of peacefully. Till Saturday evening, the police had denied permission for the Vidyarthi Garjana and vowed to foil any attempt by the students to hold the same. However , the AP High Court granted permission for the meeting later in the day but imposed conditions that would make it difficult for the police, in particular, to implement them.

The high court order said outsiders would not be allowed to take part in the meeting, implying that it is open only for students. How are we to ensure it. The only way is to allow those with valid identity cards inside and hope that most of the students are carrying one, said one police officer. The high court also made it clear that the Telangana Joint Action Committee (JAC) would be held responsible for any outbreak of violence and stipulated that the meeting should end by 6.30 pm. It also said that the students should not hold rallies and not enter or leave the meeting venue in processions.

The organisers of the meeting are claiming that over four to five lakh students will converge at the meeting venue, but police in various Telangana districts rounded up students at campuses and railway stations on Saturday before they could make their way to Hyderabad and 10 JAC members were arrested on OU campus. Currently , there are 3,000 students on OU campus. Nearly 4,000 students from various Telangana districts reached the OU campus late in the night. JAC members claimed that they have a plan of action to make the meeting a success. In the JAC itself, there are 40 members. Ten of them were arrested on Saturday. If more arrests take place on Sunday before the meeting is held, we have a second rung of leaders in the waiting to lead the movement. If they are arrested, we have in place a third-rung . We were outsmarted by the police the last time around. This time, we will not allow that to happen, said a JAC member.

The plan of the students, according to JAC members, is to converge at the meeting venue from Sunday morning. From our affiliate colleges in the city alone, at least 10,000 students can make it to the meeting. And given that thousands of students have already made it to the city, the garjana should be a huge success, the JAC member said.

By Saturday evening, Osmania University resembled a fortress with at least 12,000 police and paramilitary force personnel occupying vantage positions and manning all entry and exit points. The police personnel are being led by three deputy inspector generals of police along with 15 IPS officers . The entire city has been put on an alert with 30 companies of paramilitary forces deployed all across. Apart from OU and Tarnaka, police and paramilitary forces would also be stationed at Kukatpally, L B Nagar, Dilsukhnagar, Madhapur , Hi-Tech City and Abids.

1. No outsiders to participate in the meeting other than the students
2. The JAC will be held responsible if the meeting turns violent
3. The meeting will be held near Arts College in Osmania University. The students are not to hold rallies and not to come out in processions while entering or leaving the venue
4. Police to ensure that only students take part in the meeting
5. JAC to coordinate with police on identifying the venue for the meeting and parking
6. The meeting shall end by 6.30 pm and the JAC will be held responsible if it extends beyond that time
